The mission of the HT Task Force is to educate students for purpose of preventing human trafficking and to educate the community for the purpose of spotting, reporting, and ultimately eliminating human trafficking in Effingham County, one person at a time. The Task Force is utilizing many avenues to fulfill their mission, which include hosting informational roundtables to share the perspective and knowledge of human trafficking, utilizing social media interviews during COVID to keep the message alive, working with several related nonprofits, businesses and other groups to provide information and knowledge and creating awareness utilizing billboards along Interstates 57 and 70 in our area.

The 57/70 task force has been in existence since 2019 and our main goal of community education is to educate people to identify, report and hopefully eliminate human trafficking in our region. We have a dedicated, core group of volunteers that work with law enforcement and other groups to maintain our efforts. We continue to seek out volunteers to join our initiative and provide input.

Our target audience is high school/junior high students and adults who would potentially come in contact with human trafficking victims, such as law enforcement, health care workers in hospital and clinic settings, educators and the general public.

It’s a familiar story: a person grows up in a small rural community, goes to college, gets a job, and moves away.

Such is the case for Bruce Penwell, Jr., who was born in Pana, Illinois, and graduated from Beecher City High School. He attended the University of Illinois Urbana-Champaign and worked in sales and marketing in the animal health industry. After living and working for several years in Raleigh, North Carolina, he has now retired to St. Joseph, Michigan. However, Penwell has never forgotten his ties to Effingham and Shelby counties, even when living on the other side of the country.

With his hometown roots in mind, Penwell established the Bruce V. Penwell, Jr. Designated Fund to support organizations located in Effingham, Beecher City, Shelbyville, and Pana.

The fund will provide two scholarships (valued at $3,000 each) at Beecher City High School. One scholarship will support students majoring in education in memory of Mabel Laue, a former Beecher City High School teacher. The second scholarship will provide financial support to students pursuing a nursing degree, in memory of Elva Jennings Penwell.

Penwell will also support the Beecher City Cemetery (Beecher City) and Linwood Cemetery (Pana), for general upkeep and maintenance, as well as the Beecher City Library, Shelby County Historical and Genealogical Society, and the Effingham County Genealogical Society through the designated fund.

The Bruce V. Penwell, Jr. Nursing Scholarship provides scholarships to residents pursuing a nursing degree of three Illinois counties: Effingham, Shelby, and Christian.  Bruce V. Penwell, Jr. was born in Pana, IL and graduated from Beecher City High School.  He attended the University of Illinois Urbana-Champaign and worked in sales and marketing in the animal health industry.  Bruce never forgot his ties to the region. He had a lifelong interest in the people and the surrounding rural area.

Captain Robert Dean Postlewaite was originally from Palestine. He graduated from the University of Illinois at Urbana-Champaign with an agricultural degree before joining the U.S. Army Air Corps and then Pan American Airways as a pilot during WWII. Betty, who grew up in New York City, worked as a secretary for Pan American, and then became one of the airline’s first stewardesses when Pan Am launched transatlantic passenger service in the 1940s.

Rural Teacher Corps support our current and future pipeline of quality teachers for schools in southeastern Illinois. An unprecedented teacher shortage is on the horizon, especially in the STEM and special needs areas. Public school systems are why many small towns exist. Families will not relocate to small communities unless they believe public school systems are strong.

The purpose of the fund is to support future and new rural teachers in southeastern Illinois, especially those who participate in a Rural Teacher Corps in high school, community college, or EIU.

The Central Illinois Truck Convoy exists to engage the trucking community in a yearly fundraiser event for the Make-A-Wish Foundation of Illinois.  The convoy originally started as the Coles County Truck Convoy and has expanded into Central Illinois Truck Convoy as the support has grown across the Central Illinois area.  All proceeds from the convoy will benefit the Illinois Make-A-Wish Foundation, which grants family vacations, special birthday parties and other wishes to children with life-threatening medical conditions.  The foundation has granted more than 10,000 wishes in Illinois since it inception in 1983.

Grant applications for the Cloyce and Barbara Johnson Education Fund are now available from the Southeastern Illinois Community Foundation. The application is open to teachers of Jasper County Unit 1 School District who may apply for a classroom grant.  The grant is in honor of Cloyce and Barbara Johnson.

Cloyce Johnson was born and raised on a farm a few miles southwest of Newton. He was one of ten children of Dee and Viola Johnson. Barbara “Bobbie” Weber grew up in Newton as one of three children of Ed and Zella Weber. Cloyce and Bobbie met at Newton high school and were married in 1948. The family moved to Lawrenceville where Cloyce worked as an electric lineman. Bobbie obtained a degree in elementary education from Eastern Illinois University and spent many wonderful years as a teacher.

After retirement, even though Cloyce and Bobbie had developed many friendships and activities in Lawrenceville, they realized that they were “Eagles for Life” and moved back to Newton where they lived most of the rest of their lives. Since both were passionate believers in education, those who loved them have established the Cloyce and Barbara Johnson Education Endowment fund to help schools and students in Newton and Jasper county.

A Legacy for Social Justice: Robert and Marilyn McClean

Robert and Marilyn McClean have spent their lives advocating for social justice and human rights. Now, they’re creating a fund that will continue their work in Coles County, forever.

Robert McClean is a retired pastor of the United Methodist Church. Unlike many pastors, Robert did not spend most of his time behind the pulpit, but instead, he and his wife, Marilyn, worked behind-the-scenes to represent the United Methodist Church and its organizational values through the Church Center for the United Nations in New York City. “Our job was not to lobby on behalf of the church. Instead, we learned everything we could about current events and social issues and took that information to the churches. It was then the responsibility of the congregations to act on this knowledge,” explains Marilyn.

Their work with the Church Center continued until Robert’s retirement in 1996 and the couple relocated to Marilyn’s hometown of Mattoon, Illinois. Their pursuit of social justice has not wavered since Robert’s retirement. Rather, as active members of their community, Robert and Marilyn have identified a need for the promotion of social justice in Coles County. This need inspired Robert and Marilyn to establish the Coles County Peace and Justice Fund with Southeastern Illinois Community Foundation. The fund will award grants to organizations in Coles County for programs and activities that encourage mutual trust and promote cross-cultural understanding on matters of social justice and human rights, religious tolerance, and environmental protection. Examples of funded projects and programs include but are not limited to: speakers and expenses related to hosted public programs; organizational diversity training; facilitation of cross-cultural, organizational collaboration; and the purchase of content and materials (e.g. books and video) which highlights diversity and encourages greater public understanding.

“This is our way to support the community-based organizations and projects that are in alignment with our worldview,” explains Marilyn. Their worldview, as Marilyn further explains, is connected to the social principles the United Methodist Church which provide guidance for the protection of the natural world, the fostering of a nurturing community, and the addressing of issues within the social, economic, political and world communities.

This fund will continue into perpetuity thanks to a planned legacy gift to the Community Foundation. A Fund Advisory Committee consisting of community members from Coles County who are knowledgeable of the social, religious, economic, and environmental issues in their communities will make grant recommendations for the grant..

When Terry Croft passed away in 2010, he left behind a legacy to assist students in Effingham County for years to come. The Croft Brothers Scholarship, established in 2014, was created in honor of Mr. Croft’s late brother, Larry Croft, who was described as “an intelligent individual who had the misfortune to grow up in a time when there were insufficient opportunities available to young people with exceptional learning needs.” The fund was established to provide financial assistance to students with disabilities graduating from public or private high schools in Effingham County.

Smallwood is the former recipient of the Norris Electric Staff Member of the Year (2002) where she was employed for 52 years. She is now giving back to the community through an endowment fund that will provide the children’s home with long-term support. The Oblong Children’s Christian Home was established in 1970 and serves as a home for “abused and troubled children ages 5 to 17” with the overall goal of reuniting children with their parents.

Eagle Country Water Works has been providing funding to area school and youth programs in the Jasper County area for more than ten years. The most recent projects were funding for the Jasper County CEO Class and seed money to establish an endowment for Jasper County.

In 2014, Eagle Country Water Works expanded its philanthropic efforts by partnering with SICF to establish the Eagle Country Water Works Endowment Fund. This fund was established with a $50,000 contribution and is being used to provide long-term financial support for programs related to the youth of Jasper County.

Eagle for Life Endowment provides a permanent source of funding for future school improvements. The endowment acts a savings account in which funds are invested and the interest gained is dispersed at the discretion of the Eagle for Life Fund Advisory Committee. This could be an improvement of a current school facility or construction of a new facility. The fundraising will be ongoing and not designated to a particular project.

Effingham Showcase Center, Inc. (the Organization) will build and operate an athletic center (the Center) providing opportunities to the entire community, meeting a need that cannot currently be addressed by local government or other organizations due to limited resources.  The Center will provide a venue for indoor and outdoor sports and athletic activities open to all, including both youth and adults, from local schools, sports teams and residents.  A majority of such usage will be by these local users, at a cost that is lower than market rates for for-profit facilities (none of which exist in the area), given the charitable purposes of the Organization.  However, to help make up the gap between contributions and operating costs, the Center will be available at times to travel sports teams who will pay market rates to use the facility.  All of the foregoing activities will benefit the community by providing important recreational and athletic resources that are not currently available, promoting health and wellness and lessening the burdens on local government.

Mission

The mission of The Equity Employee Hardship Fund is to provide short-term assistance to employees that are facing an unexpected financial hardship because of a qualified disaster, life-threatening illness or injury, death or other catastrophic or extreme circumstances beyond the employee’s control.

Eligibility

All Effingham Equity employees who are employed full-time for at least ninety (90) days and seasonal employees who have worked 1,000 hours prior to submitting this application, are eligible to apply for grants. In the case of death of the employee, then the spouse, domestic partner or eligible dependents my apply. A copy of your paystub or payment statement should be attached to verify employment.

After conquering her personal battles with cancer, Jodi left her career to be a full-time mother, and started a non-profit organization to support others in her community enduring cancer treatment. Since its inception, Fear Nothing has raised hundreds of thousands of dollars to assist local cancer patients.

Heather was a first-grade teacher at Estrella Vista Elementary in Avondale, Arizona, and an active volunteer at Nino Mason Pulliam Rio Salado Audubon Center in Phoenix. She loved hiking, camping, and tubing. She loved to learn, explore, live life to the fullest and was always awaiting the next adventure.  Unfortunately, Heather’s adventurous life was cut short, and she passed away in 2019. She was 25 years old.

Although her adventure is over, Heather’s passion for education continues through her parents, Robert and Julie Began, and her sister, Hannah. They established the Heather Began Memorial Education Fund with Southeastern Illinois Community Foundation to provide grants to K-5 educators in Effingham County, Illinois. “My dream started as a volunteer in the nursery, and it ends as a teacher, guardian, friend, life-changer, fighter, dream-catcher, and plenty more in the classroom,” she reflected in a college essay about her call to teach. Heather was able to fulfill her dream, and now her family will make that dream come true for other young teachers.

Lake Sara Beach is undergoing a transformation with the help of private financial support through the Lake Sara Forever Fund. The fund was established with the Community Foundation in 2008 as a way to privately support public projects together with the Effingham Water Authority. Since its inception, the Lake Sara Forever Fund has contributed more than $310,000 to the Effingham Water Authority for a shoreline restoration project as well as the purchase of beach property in 2017. The next project is the multiphase beautification of the Lake Sara Beach for public recreational use.

“The goal is to get it back so that the community can enjoy the beach and the property around it the way it was enjoyed before,” says Tom Ryan, co-chairman of the Parks and Recreation Committee and member of the Lake Sara Forever Fund Advisory Committee.

Opened to the public in the 1960s, the Lake Sara Beach was a hotspot for recreation. Although times have changed and interest has wavered, the benefits of the beach have never disappeared – they’ve just been hidden for a while. Now, with the developments in progress, the community is stepping up to restore this piece of Effingham history to its former glory. As the Fund Advisory Committee continues to seek support for this project, the Community Foundation will remain an important partner in making this project a reality.

This donor-advised fund through the Southeastern Illinois Community Foundation will support athletic programs in the Jasper County school district.

The LeAnn Schroeder Hardiek Friendship Endowment will provide cancer patients with gift cards for their young children. These children are often scared of hospitals and worried about their sick parents. Many times, birthday and holiday gifts, dining out and entertainment becomes a luxury that parents cannot afford due to the expense of cancer treatments. These gift cards are meant to help alleviate the child’s fear and relieve some of the financial burden felt by parents. The gift cards can be used for toys, meals and other forms of entertainment that can provide a distraction for the child whose parent is battling cancer. The gift cards will be distributed by the staff at the Effingham Crossroads Cancer Center.

A fund to provide visual and performing arts scholarships for Mattoon High School Students.

The scholarship was named in honor of Carl Lebovitz and James K. Lively, formerly of Mattoon. Lively worked as a freelance translator of many Slavic languages and was a patron of the arts during all of his adult life. He died in 1998. Lebovitz, also a language translator, was a founding member of the Mattoon Arts Council and a patron of the arts throughout his life. He participated in local theatrical productions over the years, and was the Journal Gazette/Times-Courier’s arts reviewer-at-large for 30 years.

The Mattoon Foundation for Academic Excellence (MFAE) was established in 1994 with funding from Consolidated Communications’ Earning for Learning grant.

In 2017, the Community Foundation convened school administrators, teachers and other community leaders to realign the mission of the fund and its programming to better reflect the school’s priority and vision of strengthening the relationships between the school, families and the community. This discussion led to two new grant opportunities: Family Engagement Mini-Grants and Community Engagement Grants. Graduates of any Effingham County high school are eligible to apply for a scholarship for undergraduate study at any two or four-year college/university or technical school. The primary determinant for selection is financial need.

Scott Ellis was born January 17, 1982 and grew up a healthy and active young man. At age 11, he was diagnosed with Ewing’s Sarcoma, a solid mass cancer that commonly invades the large bones of young adults.  In September of 2009, Scott went home to be with the Lord. He loved his wife and family well and accomplished much in his 27 years. The purpose of the Scott’s Pay It Forward Fund is to keep Scott’s spirit alive and honor his wishes to help and support others who find themselves in the same struggles that he experienced in his 16 year battle with cancer.

He was a dentist in Vandalia, IL for 25 years where he was an active member of his parish, president of the Fayette County Health Department, and a member of various professional organizations. He was an avid supporter of St. Anthony High School in Effingham, IL during the years his daughter attended.
